The people are confusing about the development aspect of energy because,on the one hand , development itself debatable about its direction,mode,technique and target, on the other hand , views are different on the general theories of development irrespective of political dimension of development.To combat GHG,renewable energy production is welcome but is it fully substitutable for other energies that emits GHG and how much renewable energy a government is able to produce given the investment for desired growth , is again questionable and unanswered .The sustainable development path is indeterminate with the available resources to produce renewable energy subject to growth constraint.The econometric tests did not show final word because some of the variables are exogeneous that can upset the core model although pro-poor climate policy is almost ignored in the investment policy towards the energy sectors.Lastly, the international conventions are biased in favour of great lobby in framing policies where global concept of development disappeared.Thus why , Copenhagen failed.Kyoto protocol was not ratified by all.Cancun waits for another.Development with human face suffers.
